I've heard Woolsey, Tenet and Ashcroft blame budget cuts. For those who like to go to the source, here's some reading material regarding the subject. It's a whole lot more complicated than they let on:
"As Woolsey Struggles, CIA Suffers. Director Finds Himself at Odds with Capitol Hill, White House." Washington Post. May 10, 1994.
"Countering Critics, Defending Decisions. I'm not going to be rushed to Judgment' in Spy Case, Woolsey Declares." Washington Post. May 12, 1994. Page a11.
"White House Labors to Redefine Role of Intelligence Community. With Cold War's End, Budget Cuts Force Changes At Agencies." Washington Post. June 13, 1994, Page a8.
"CIA Plans to Close 15 Stations in African Pullback. Budget Cuts Cited, but Advocates of Human Intelligence Collection think it's a Mistake." Washington Post. June 23, 1994. Page a20.
"Congress Moving to Remap CIA's Direction. Besides Budget Cuts, Hill May Draw Line Between Agency and FBI Operations Against Spies." Washington Post. July 2, 1994. Page a4.
"Senior CIA Official Criticizes Past Estimates, Urges Changes in Emphasis." Washington Post. September 23, 1994. Page a23.
"In Wake of Report, CIA Chief Weighs What To do Next. Highly Critical Inquiry on Ames Prompts Personnel Assessment." Washington Post. September 23, 1994. Page a1.
"Who Now Will Guide the Reinvention of 'Big Government'" Washinton Post. November 16, 1994. Page a23.
"Downspying the CIA. After the Cold War, a Covert Search For a New Mission." Washington Post. March 5, 1995. Pg. C1.
"Spy Agency Hoards Secret $1 Billion. Satellite Managers Did Not Tell Supervisors of Classified Pot of Gold, Hill Sources Say." Washington Post. September 24, 1995. Pg. A1.
"CIA Trims a Little off Middle. Higher-Pay Senior Slots Added to Keep Analysts Around." Washington Post. March 26, 1997. page A17.
"Top CIA Proliferation Aide, Facing Budget Cuts, Quits." Washington Post. October 22, 1997. Page A19.
"Finding the Secret to Downsizing? NSA Moves Workers To Private Sector." Washington Post. September 29, 1998.
"Ex-Spy's Mission at CIA: Burying the Bureacracy. As Agency Administrator, Deputy Means Business." Washington Post. February 4, 2000. Page A29.
Some very interesting information in those articles, and I'm still waiting for someone to do a more thorough explanation than what Ashcroft and Tenet did today.
