In press stories yesterday and today,
a) The Pentagon admits that in April 2001, it considered a wargame with the scenario of a hijacked commercial plane crashing into the Pentagon, but claims it rejected the idea as "too outlandish" and
b) The White House, apparently in the LA Times, says Bush himself ordered the Aug. 6th PDB after receiving the Genoa warning! The consequences of this admission will become clear below.
TIMELINE
Late 1980s and throughout the 1990s:
The idea of hijacked planes used as weapons against buildings becomes common, with attempted attacks in Israel, Paris and Turkey, a Cessna hit on the White House itself on Sept. 12, 1994, and the revelation that Ramzi Yussef (WTC bombing mastermind) had devised "Project Bojinka," a plot to crash hijacked airliners into American targets. Foreign and U.S. intel and defense agencies issue a number of warnings and devise defense scenarios relating to the possibility that something like "Project Bojinka" will be attempted in the United States itself.
Oct. 2000:
Pentagon responds competently to the warnings, by rehearsing a MASCAL (mass casualty exercise) based on the scenario of a plane crashing into the Pentagon. The live wargame of Oct. 24, 2000 involves rescue crews directed from a command center, where a paper plane is set aflame within a scale model of the building. An article about this is published on a military news site.
March 2001:
The pilot episode of the short-lived "Lone Gunmen" series proves that even TV writers are thinking about the prospect that someone might crash a hijacked plane into the WTC. Predictably, the Hollywood writers blame the CIA. In the words of one character, at some point "the simulation stopped being a simulation." It became real.
Apr. 2001:
According to the official story of 4/13/04, the Pentagon decides the plane-into-Pentagon idea is simply too outlandish to ever plan an exercise based on it. The press has yet to mention that the Pentagon already held an exercise using exactly this scenario, back in Oct. 2000.
June 2001:
Articles in TIME magazine and other media warn that Osama Bin Laden will be back soon. Sources report Osama has new and outlandish Hollywood ideas, like crashing a plane loaded with explosives into Bush's hotel at next month's Genoa summit. TIME plays it almost as a light, humorous piece.
July 3, 2001:
Jim Hatfield picks up on the story about Osama crashing a plane into Bush. In an article for Online Journal, Hatfield jokes: "Why would Osama want to do that to his business partner?" Hatfield exposes some facts about the Bush-Bin Ladin family business connections (Carlyle Group) and the CIA-Qaeda history. Hatfield guesses that the CIA itself must be inventing the Genoa rumors, in an effort to pump up Bush's sagging popularity.
July 18, 2001:
Jim Hatfield's death in Arkansas ruled a suicide.
July 20, 2001:
G8 Summit opens. Genoa, Italy is under martial law. Darth Vader stormtroops in the streets shut down whole neighborhoods with giant cage arrays. Hooded undercover cops roam the streets in the guise of "black-block" protesters, starting riots and then retreating behind Italian police lines. They are filmed from helicopters of the Genoa local police (who objected to the extreme measures; this has been on European TV). A protester is shot and killed. Italy, citing the air-attack warnings, closes the Genoa airport and installs anti-aircraft batteries around the Summit locations. However, this is apparently not good enough for the U.S. Secret Service. For safety, Bush and his entourage, including Condoleeza Rice, spend one night on a U.S. aircraft carrier. Meanwhile, on the same night, Putin, Schroeder and Chirac party with Blair on an Adriatic cruise ship.
Aug. 6, 2001:
Bush receives the PDB memo, warning of potential hijackings in U.S. airspace, titled "BIN LADEN DETERMINED TO STRIKE IN U.S." Ever since this was first revealed, in May 2002, Condoleeza Rice as spokesperson has repeated the mantra, "No one could have imagined" planes would be used as weapons. She says the warnings related only to "traditional hijackings." However, on Apr. 14, 2004, in an attempt to spin the story right, the White House issues a claim that Bush himself asked for this memo -- after hearing about the Genoa warning that planes would be used as weapons against him.
Sept. 11, 2001:
NORAD and the National Reconnaissance Office (representing the CIA and Pentagon satellite center) begin air defense and MASCAL wargames, apparently based on the scenario of multiple hijackings within U.S. airspace and kamikaze attacks on strategically important buildings. So far, we know definitely of the NORAD exercise "Vigilant Guardian" and of the air-crash fire-drill at the NRO, as well as the NORAD exercise "Northern Vigilance," which was based on the scenario of a Russian nuclear attack.
Suddenly, the wargames are interrupted by news that a real hijacking is underway of a plane from Logan Airport. When the news arrives at an airbase, the first question is: "Is this part of the exercise?" (Source: Aviation Weekly).
The simulation has become real.
CHOICE QUOTES FROM TIME MAGAZINE, JUNE 20, 2001:
"If Bin Laden didn't exist, we'd have to invent him."
"According to German intelligence sources, the plot involved Bin Laden paying German neo-Nazis to fly remote controlled-model aircraft packed with Semtex into the conference hall and blow the leaders of the industrialized world to smithereens. (Paging Jerry Bruckheimer…)"
Note that in an LA Times article of Sept. 27, 2001, the "Genoa warning" is said to have come from Italian and Egyptian intel sources; so the rumor was apparently circulating among the intel communities of several countries.
Now remember that this was just ONE strand of many coming together at the time in the "advance warning" department. Everyone was at it: Jordan, Germany, Israel, France, Britain, Russia, Egypt, plus all the individual "warners" - including three in prisons in three different countries (Vreeland, an Iranian detainee in a German immigration prison, and a prisoner in Florida). As for Egypt, there is a variety of claims in right-wing press organs (like Newsmax, Insight and WorldNetDaily) that the coming attack was being talked about on the street in Cairo.

That It Boy of international terror, Osama Bin Laden, is back in the news. Headlines from just the past week: "Russians Reveal Bin Laden Plot to Kill Bush at G8 Meeting." "Bin Laden Video Claims Responsibility for Cole Bombing." "Yemen Foils Bin Laden Plot to Kill U.S. Investigators." "Bin Laden Group Planned to Blow Up U.S. Embassy in India…" And finally, at week's end, U.S. forces all over the Gulf confined to barracks and ships put to sea because of a "non-specific but credible threat" from Bin Laden's group. Vile acts and wretched conspiracies reported from all over the world, all carrying the imprimatur of the Saudi terror tycoon skulking in the hills of Afghanistan, his name now the globally recognizable shorthand for Islamist terror in the same way that "Xerox" has become for "photocopy."
In the language of advertising, Bin Laden has become a brand — a geopolitical Keyser Soze, an omnipresent menace whose very name invokes perils far beyond his capability. To be sure, his threat is very real. Bin Laden is a financier of considerable means who maintains a network of loyalists committed to a war of terror against the U.S. And he has put his money, connections and notoriety to work in attracting a far wider web of pre-existing Islamist groups to his jihad against Washington.
If Bin Laden didn't exist, we'd have to invent him
Still, the media's picture of Bin Laden sitting in a high-tech Batcave in the mountains around Kandahar ordering up global mayhem at the click of a mouse is more than a little ludicrous. Yes, the various networks of Islamist terror have made full use of the possibilities presented by technology and globalization. But few serious intelligence professionals believe Bin Laden is the puppet-master atop a pyramid structure of terror cells. It's really not that simple, but personalizing the threat — while it distorts both the nature of the problem and the remedy — is a time-honored tradition. Before Bin Laden, the face of the global terror threat against Americans belonged to the Palestinian radical Abu Nidal. Or was it Colonel Ghaddafi? Ayatolla Khomeini, perhaps? And does anyone even remember the chubby jowls of Carlos the Jackal, whose image drawn from an old passport picture was once the icon of global terror?
