Bush's Selective Service to soon conduct NATIONWIDE DRAFT "EXERCISES"!
Edited on Sat Apr-17-04 03:22 PM by Dems Will Win
According to this official SSS doc, the entire system is going to go through the biggest "Readiness Exercise" this summer since the DRAFT ended in the 70s!

http://www.sss.gov/perfplan_fy2004.html

In every DRAFT BOARD REGION, the following will occur this summer and fall:

1. A single, national test DRAFT LOTTERY will be held and numbers on balls actually taken out of the jar and assigned to the 365 birthdays of the year.

2. Phony Draft notices will be sent out to volunteers from all regions.

3. Those Volunteers from all regions will then report to their center and strip down to their underwear for the fabled medical exam.

4. Those passing the exam and receiving no deferments will be sent induction notices from all regions.

5. CO volunteers will plead their cases to the local and regional appeals boards and if they are granted status, assigned to work for non-military employers pre-identified in all regions (unless they are military COs).

6. Male and female doctors and nurses will also be called for induction to test the MEDICAL DRAFT (3.4 million eligible age 20-44). No Medical deferments, so no exam will be conducted. Appeals Boards will hear from Medical Draft volunteers to decide phony "essential community service" appeals.

Most ominously, the SSS is making ready the Alternative Service, which has lain dormant for decades, and is actually identifying the employers needed for those who win non-military CO status. The first induction of COs right now looks like July 6, 2005, once the GOP Congress approves on April 1, 2005.

THIS, PLUS THE FILLING OF ALL 10,000 BOARD SEATS THAT HAVE BECOME VACANT, TO BE FILLED BY DIRECTIVE BY SPRING 2005, ALL POINTS TO ONE THING:

BUSH '04 = DRAFT '05

5. fortunately incorrect, Kerry has a NO-DRAFT Plan
You must not know that Kerry has stated his opposition to the DRAFT, and he has hated the draft from his Vietnam protest days.

In fact, he has proposed several things that would allow the country to avoid a draft, even with Iraq:

These are:

1. NATO in Iraq, less US troops there
2. Convert thousands of current logistics jobs to active combat duty.
3. Raise pay and benes dramatically to shore up enlistment and re-enlistment.
4. (unspoken but implied) Abandon Cheney's PNAC Plan to take Syria, Iran, Uzbekistan and other Central Asian countries.
5. Add 40,000 troops from these sources to active-duty.

There are well over a million under arms and restructuring could be done.

6. One major difference....
I doubt that Kerry will invade Syria, Iran, and who knows where if he's elected.

If Bush is elected to a second and final term, the sky's the limit to his ambitions. I am certain that he and his money-hungry compatriots will establish outposts for Halliburton and KBR all over the world.

Our invasion of Iraq does not have to mean a draft, if we get out in the next year. Our invasion of additional countries will guarantee a draft.

Think to the future, not the past. The future under Kerry is different than the future under Bush.

16. HOW THE DRAFT HAS CHANGED SINCE VIETNAM
From SSS site:

If a draft were held today, it would be dramatically different from the one held during the Vietnam War. A series of reforms during the latter part of the Vietnam conflict changed the way the draft operated to make it more fair and equitable. If a draft were held today, there would be fewer reasons to excuse a man from service.

Before Congress made improvements to the draft in 1971, a man could qualify for a student deferment if he could show he was a full-time student making satisfactory progress toward a degree.

Under the current draft law, a college student can have his induction postponed only until the end of the current semester. A senior can be postponed until the end of the academic year.

If a draft were held today, local boards would better represent the communities they serve.
The changes in the new draft law made in 1971 included the provision that membership on the boards was required to be as representative as possible of the racial and national origin of registrants in the area served by the board.

A draft held today would use a lottery to determine the order of call.
Before the lottery was implemented in the latter part of the Vietnam conflict, Local Boards called men classified 1-A, 18 1/2 through 25 years old, oldest first. This resulted in uncertainty for the potential draftees during the entire time they were within the draft-eligible age group. A draft held today would use a lottery system under which a man would spend only one year in first priority for the draft - either the calendar year he turned 20 or the year his deferment ended. Each year after that, he would be placed in a succeedingly lower priority group and his liability for the draft would lessen accordingly. In this way, he would be spared the uncertainty of waiting until his 26th birthday to be certain he would not be drafted.

I can make them THINK I'm blind. I am legally blind without my glasses (20/350) so I should be able to make a convincing performance if I show up without them and get a cane.

My glasses will correct my vision to 20/40. This the draft board must not know. Any tips on making a convincing appearance during the medical exam?

35. While I Wouldn't Advise That...

To harness a regular dog (like a Beagle)
And passing it off as a guide is illegal.
Not only that but the fake canine savior
Will give it away with non guide-like behavior.

But if one's determined, the draft storm to weather,
Websites abound, like Waterhole Leather
Where one may, a custom fit harness obtain.
But if you try this, I do advise, TRAIN!

Be ready as well, with an ID card, say,
By a school such as Seeing Eye to display.
And don't be surprised, if your ruse they encumber
By CALLING said school for your dog's registry number!

Fidelco, "the Eye", Guide Dogs of the Desert,
Guide Dogs for the Blind and others all effort
To see to it that the guide dogs' good name
is not tarnished by those who feel it's a game.

Well over twenty schools in US of A
Turn out good guides, nearly every day.
You can home train a dog, but it's really quite hard,
And they STILL will cry foul if you *don't* have that card!

9. Some organization like move-on should hold mock lotteries
Go to college campuses around the country, spin the barrel, pick out 366 balls, then let people know who would be drafted based on birthdays and call-up volumes.

It's a good thing for me that they had the diaper exemption in '69 and '70.

19. Here are the strategic goals and it is a lot of gook I agree
Edited on Sat Apr-17-04 03:59 PM by Dems Will Win
The performance goals for FY 2004 are:

1. Develop an Area Office Prototype Exercise that will test the Health
Care Personnel Delivery System (HCPDS) work flows and support
programs. (THIS IS THE TEST OF THE MEDICAL DRAFT)

2. Redefine Agency infrastructure based on a Quinquennial Workload
Study.

3. Prepare and conduct an Area Office Prototype Exercise which tests
the activation process from SSS Lottery input to the issuance of the
first Armed Forces Examination Orders. (THIS IS THE NATIONWIDE TEST OF THE SUMMER)

4. Ensure 90% of people tested are capable of implementing activation
procedures.

5. Ensure that 95% of the predefined readiness objectives are attained
and validated during an Area Office Prototype Exercise. (THIS TESTS MANY OBJECTIVES TO 95% READINESS, INCLUDING THE MEDICAL EXAMS)

6. Train 90% of assigned State Directors (SDs) and Reserve Force
Officers (RFOs) on HCPDS and Timed-Phased Response (TPR)
functions and responsibilities. (THIS IS THE TEST OF THE BOARD READINESS TO HEAR APPEALS)

7. Attain a 92% or greater compliance rate for men 18 through 25 years
old.

8. Attain and appoint Registrars in 85% of the Nation’s high schools.

9. Obtain 75% of all registrations electronically.

10. Maintain an average systems change request implementation time of
39 days.

11. Maintain a functional proponent and customer satisfaction level of
87%.

12. Have a telephone call completion rate of 93% or higher.

13. Answer correspondence in less than 10 days. (THIS IS TO COMPLY WITH AN ACTIVATED DRAFT RULE CONCERNING APPEALS)

14. Train 90% of assigned SDs and RFOs on Alternative Service plans
and procedures. (GEARING UP OF THE aLTERNATIVE SERVICE AFTER ALMOST 30 YEARS!!)

ANNUAL PERFORMANCE REPORT

An annual report providing the results of the implementation of these performance
measures will be submitted by March 31, 2005. This report will address attained versus
planned levels of performance, explain unattained target levels, and identify where and
how strategies, performance goals, and performance indicators should be changed to
ensure that the SSS reaches its strategic and annual goals and objectives.

-SNIP-

Strategic Objective 1.2: Ensure a mobilization infrastructure of 56 State Headquarters,
442 Area Offices and 1,980 Local Boards are operational within 75 days of an authorized
return to conscription.
(THIS MOBILIZES THE ENTIRE SSS SO IT READY BY JUNE 15, 2005 TO DRAFT 20 YEAR-OLDS --SEE ABOVE PARA ON MARCH 31, 2005)

-SNIP-

Achieve distribution of 100% of updated SDs, RFOs, Uncompensated Personnel (Local, District Appeal, and National Appeal Board Members), and AOAs training documents. (THIS IS FULL TRAINING DOCS OUT TO ALL FOR ACTIVATION)

-SNIP-

Strategic Goal 4: Enhance the system which guarantees that each conscientious objector is properly classified, placed, and monitored.(Projected allocation for FY 2004 – $955,000)

Strategic Objective 4.1: Ensure a mobilization infrastructure of 48 Alternative Service Offices and 48 Civilian Review Boards are operational within 96 days after notification of a return to induction. (THIS GETS READY THE ALTERNATIVE SERVICE, WHICH HAS BEEN TOTALLY DOWN FOR THE LAST 3 DECADES!)

How success will be measured:

Complete project plan milestones.

Readiness Exercises determine the knowledge and capability of he SDs and RFOs to activate the 48 ASOs within the first 96 days.Exercises to be held every three years.

Readiness Exercises determine the capability of the automated
Alternative Service Program System to function as required.

-SNIP-

THE REAL SMOKING GUN:

Strategic Objective 4.2: Develop a Standard Operating Procedure (SOP) for the Alternative Service Employer Network to specifically identify organizations and associations who can, by law, participate in the Alternative Service Program. This network will provide jobs for ASWs at the local level. Prior to activation, SSS will develop a draft MOU for use when obtaining agreements with qualified employers at the local and national level.

How success will be measured:

An SOP will be completed, coordinated, and approved for use in an authorized return to conscription.

The draft MOU will be completed, coordinated, and approved for use in an authorized return to conscription.

Strategic Performance Goals:

Develop the SOP, coordinate with the National Headquarters and obtain approval from the Director of Selective Service.

Complete a draft MOU to be used as an agreement between the SSS and other Federal and private agencies for the placing of ASWs at the local level. (WHAT THEY ARE DOING HERE IS IDENTIFYING EMPLOYERS TO TAKE COs AND HAVE THEIR ATTENDANCE "MONITORED" AND ACTUALLY CREATING THE PAPER AGREEMENTS BUSH WILL NEED TO PLACE COs IN NON-MILITARY co JOBS)

-SNIP-

ANY OTHER QUESTIONS??

I HOPE I WAS ABLE TO UNGOBBLEDY-GOOK IT FOR YOU!

32. The Pre-defined Readiness Objectives are paper docs and not
available on the Web site. The exams are part of the Objectives for each office.

There is, however, a real smoking gun on the Web, and that's to study and learn how the SSS is gearing up the Alternative Service this summer for the first time in 3 decades. That to me is the most significant part of this 5-year improvement plan that cannot be denied--and will hang in the back of people's heads.

They are, this summer, writing the SOPs (Standard Operating Procedure) for identifying the network of companies and organizations they would work with at the local level, as well as drawing up the actual paper agreements (MOU--Memorandum Of Understanding) that organizations would would have to sign to work with the Alternative Service and "monitor" attendance of COs at the job.

There are 3 big changes in 2004:

1. The reduction of activation time down to 75 days by March 31, 2005 (FY 2004 Perf Plan).
2. Full readiness exercises for the Alternative Service, including the creation of MOUs for signing by outside companies. The AS must be ready to draft within 96 days by March 31, 2005, after being dormant for nearly 3 decades!
3. The sudden filling of the 10,000 Draft Board vacancies, which Ted Rall said was to happen by Spring 2005.

Focus on this. This is all available on the Web and really will raise the issue for one and all.

Draft Dodger Rag by Phil Ochs

Oh, I'm just a typical American boy from a typical American town
I believe in God and Senator Dodd and a-keepin' old Castro down
And when it came my time to serve I knew "better dead than red"
But when I got to my old draft board, buddy, this is what I said:

CHORUS
Sarge, I'm only eighteen, I got a ruptured spleen
And I always carry a purse
I got eyes like a bat, and my feet are flat, and my asthma's getting worse
Yes, think of my career, my sweetheart dear, and my poor old invalid aunt
Besides, I ain't no fool, I'm a-goin' to school
And I'm working in a DEE-fense plant

I've got a dislocated disc and a wracked up back
I'm allergic to flowers and bugs
And when the bombshell hits, I get epileptic fits
And I'm addicted to a thousand drugs
I got the weakness woes, I can't touch my toes
I can hardly reach my knees
And if the enemy came close to me
I'd probably start to sneeze

I'm only eighteen, I got a ruptured spleen
And I always carry a purse
I got eyes like a bat, and my feet are flat, and my asthma's getting worse
Yes, think of my career, my sweetheart dear, and my poor old invalid aunt
Besides, I ain't no fool, I'm a-goin' to school
And I'm working in a DEE-fense plant

Ooh, I hate Chou En Lai, and I hope he dies,
Onething you gotta see
That someone's gotta go over there
And that someone isn't me
So I wish you well, Sarge, give 'em Hell!
Kill me a thousand or so
And if you ever get a war without blood and gore
I'll be the first to go

Yes, I'm only eighteen, I got a ruptured spleen
And I always carry a purse
I got eyes like a bat, and my feet are flat, and my asthma's getting worse
Yes, think of my career, my sweetheart dear, and my poor old invalid aunt
Besides, I ain't no fool, I'm a-goin' to school
And I'm working in a DEE-fense plant

Well, come on PNAC, let's move fast;
Your big chance has come at last.
Our need for oil's just increased,
I hear they got some in the Middle East.
We’re gonna make sure, it’s for certain
The world’s safe for Halliburton!

And it's one, two, three --
It’s OIL we’re fighting for!
That’s why we have to kill Saddam,
Next stop is Iraqnam;
And it's five, six, seven,
Open up the pearly gates,
Well the media don’t wonder why,
Whoopee! we're all gonna die.

Well come on soccer moms throughout the land,
Pack your kids off to Iraqnam!
Come on fathers, don't hesitate,
Send your kids off before it's too late.
Be the first one on your block
To have your kid come home in a box.

And it's one, two, three --
It’s OIL we’re fighting for!
That’s why we have to kill Saddam,
Next stop is Iraqnam;
And it's five, six, seven,
Open up the pearly gates,
Well the media don’t wonder why,
Whoopee! we're all gonna die.

Come on now people! There’s something like 43,037 of you out there and if you really want to end this war you’re going to have sing louder than that! Are you ready?

And it's one, two, three,
It’s OIL we’re fighting for!
That’s why we have to kill Saddam,
Next stop is Iraqnam;
And it's five, six, seven,
Open up the pearly gates,
Well the media don’t wonder why,
Whoopee! we're all gonna die!!
