Glad you like the idea of waiting rooms. Don't forget, having some on your person. People will be talking about this for a few days, and this is the time to have something to give them, to encourage them to take action, not just gripe.
I learned this years ago, when the building where I live had an abusive assistant manager. I got so tired of people just wanted to gripe about it, so I made little cards with phone numbers to call to report him, and when someone would gripe to me, I'd ask"Do you want to do something about it?" If they said "no", then I said, sorry, I know all about him, and just can't keep listening to endless gripes. If they said "Yes", I handed them a card, said that a file had already been started on him, and many people not only followed up, but shared it with others. So, being prepared *does* work. :)
If you feel like going further, you can have copies of a sample letter and local addresses. Once the job is halfway done for them, people who are angry are very likely to follow up.
As for the stealth part.... People have been making up 1/2 page fliers with upcoming draft info and leaving them in strategic places on college campuses. :) It shakes up the complacent.
