Reality check from ABC World News Tonight
Did I hear them say that the US will order all non-combatants out of Falluja prior to an attack? That would be over 200,000 refugees.

This is what the US military has been reduced to by Shrub: pursuing the exact same tactics that earned Bosnian Serb and Russian armies sharp condemnation in their seiges and bombardments of Sarajevo and Groznii.

12. Why would the combatants agree to let the civilians leave?
Requiring them to stay gives them hostages and precludes the USA from fire-bombing Fallujah, using the "kill them all and let God sort it all out" tactic. Surely they aren't naive enough to think that we would "invade" and risk American lives. I am skeptical that this can be accomplished.
