Carbon County, Utah
while browsing through old election atlases, I noticed a county in Utah that voted for Clinton twice and was the only one where Gore got over 40%. It's Carbon County, to the southeast of SLC. Census data shows that it is very sparsely populated, yet it interestingly looks heavily Democratic, Reagan only narrowly edge out Mondale there by less than 40 votes. Kennedy and LBJ won there with more than 70%. How can a place in rural Utah be so Democratic?

1. is there a college nearby?
College towns often skew the pattern. Austin, Texas, for example.

2. They have the College of Eastern Utah
although I don't know how, or if, that would play a role. Maybe you can get some insights from their website http://www.carboncountyutah.com/
