6. That would NEVER happen. If Rummy goes, his replacement
would have to go through the confirmation process and Wolfie would never get confirmed. Not in a millions years.

13. Recess appointment
All * would have to do is wait for the congressional summer recess and appoint Wolfie. That way, he wouldn't have to deal with the conformation process until after the election.

19. I think your right but...
judges never have the title of "Acting" like "Acting Secretary of Defense", so you are correct. However, if Donnie Boy resigns after congress recesses, then Wolfie could be the "Acting" SoD until congress returns. Then they'll hold his confirmation hearings in committee until after the election, and thus, it will essentially be the same concept.

2. This one's hard to parse.
The damage to Bush's anti-flip-flopping image - Relative to the benefit of looking like he's doing something about problems, but I'm going to go with a NO, because I think this looks best for Kerry by comparison.
