The torturers were not the collectors.
The torturers in the photos were guards.

My question is, who brought these prisoners in in the first place and put them in the custody of these animals?

Unlike most of the military in Iraq who are there fighting to secure the country, these guards are not under fire. These guards are fighting unarmed personnel in chains. These torturers are the scum of the earth. They have none of the guts required to fight in a war; they prefer shooting fish in a barrel. They should be shipped immediately to the front much like failed Nazi guards were sent to the Russian front. If these scumbags want to swagger, they can do it in a foxhole in Najaf.

1. The torturers were following orders.
This is SOP for the military now, a culture of abuse. While these functionaries are liable for following illegal orders, the real blame goes straight the the chimp in chief for creating a climate of hubris.

2. The abuse and torture was part of the process
The abuse in the photos was all part of the process of breaking these detainees down by de-humanizing them. The poses and positions shown in the pictures were carefully designed to be embarrassing to Arab males and the pictures were part of the process. Part of the interview and interrogation process was letting the detainees know that pictures were being taken, showing them some of the pictures and letting the detainees know that their family and friends will see these pictures if they do not cooperate.
