The constitution can only be amended by three quarters vote of Congresss and two thirds of the States ratifying it by popular vote.

(1) that there are lots of things that can have same the EFFECT as amendments, but are not actually amendments. Certain SCOTUS judgements have been like this, I believe. On this line of thought, the claim being made is that Bush did a lot of stuff having amendment-like effects.

(2) that Bush has proposed and/or supported a lot of actual amendments - flag burning/anti gay/anti abortion/etc...

You ask me for my opinion of George W. Bush who has applied for a position in your department. I cannot recommend him too highly nor say enough good things about him. There is no other person with whom I can adequately compare him. His work history is the sort you don’t expect to see nowadays and in it he has clearly demonstrated his complete capabilities. The depth of his knowledge will surprise you. You will be amazed at the quantity and quality of the questions he asks. You will indeed be fortunate if you can get him to work for you.
