3. No No Not Political

I remember him saying that but for what other reason would he resign?

Health - because his Pampers are getting too wet?

Family - because his wife found out she was married to a vampire and left him?

Retirement - because he wants to pick his vacation dream house. In his mind the Neatherlands and a trip to the Hague is not up his alley.

New Career - Wants to be the CEO of Kodak so that he can figure out how they got his sorry ass embedded with guilt on the hundreds of soldier's cameras?

4. Obviously this is going to affect his job...
We have read where most people that work under him don't give a shit about him. And now he has the added burden of the prison scandal and the giant screw up with insuffient troops and materiel? How much more proof does he need to see his own ineffectiveness?

5. I recall him saying that. "If he felt he would not be effective"
Which he quickly brushed aside and got on with his job. Like Cheney said 2 days later, "Back off and let him do his job".

So I would say it depends on what "effective" means. Effective at getting us hated around the world, YES. Effective at hiding any new criminality since cam corders are now banned YES. Effective at picking lower-level scapegoats like the "6" and Ricardo Sanchez, YES.

Effective at lying 24 hours a day: YES>
