Take Watergate for instance. When 2-star General Al Haig was assigned to be Chief-of-Staff for Nixon, it was about a year before Nixon finally resigned. As soon as Haig took over the guy with the nuclear codes stopped following Nixon around, and orders were given to the major military commands to disregard the orders of the Commander-in-Chief. Although nobody ever mentioned this at the time as a possibility, I believe the military took over on a temporary basis the day that Haig became Chief-of-Staff.
Part of the behind-the-scenes activity also included getting Ford brought up to speed as our very first unelected VP so that he could take over as our very first unelected president.
As to what anyone is doing to stop them, go back to the day that we learned that Valerie Plame and her CIA network had been exposed. The NeoCons downhill slide began on that day and has begun to accelerate over the last few weeks. Joining the party since the CIA started the fun: the DIA, a large faction of senior military officers, former ambassadors and former military commanders, the FBI along with a strong faction of the DoJ, non-NeoCon civilians in the Pentagon, a large segment of the mainstream media controlled/influenced by the CIA (think Operation Mockingbird), some soldiers currently in the Middle East, and others too numerous to name.
It's happening...it's just not taking place as fast as most people would like to see.
