On June 16, 2004, Janeane Garofalo and her co-host Sam Seder, interviewed David Cay Johnston, the author of the book
"Perfectly Legal: The Covert Campaign to Rig Our Tax System to Benefit the Super Rich - and Cheat Everybody Else." One of the topics Johnston addresses in his book is Social Security, and the misuse of the Social Security fund by George W Bush.
Johnston writes (pages 126-127) that while Bush promised two months after being sworn in that "payroll taxes are only going to be spent on one thing, and that's Social Security...Lockbox,, I think, is the terminology they like to use up here,"
On June 7, 2001 President Bush signed his tax cut package that lowered rates on the rich, eliminated the estate tax for one year and gave more than half of the estimated $1.3 trillion tax cut to the richest 1 percent. It was a tax cut that also promised years of budget deficits, meaning more borrowing to pay the government's bills, more raiding of Social Security so that the middle class could subsidize the rich.
