The Bush Administration uses the phrase "military necessity" to break laws while claiming legality.

When Bush wrote on Feb. 7, 2002 that the military must follow the Geneva Convention "to the extent appropriate and consistent with military necessity," he's using code.

The meaning of Bush's words:
break the Geneva Convention, and use the phrase "military necessity" to claim it was legal.

5. Yes, Bush is guilty
Geneva trumps "military necessity" (talk about a quaint term) and the law of land warfare is guided by that fact.

6. They have even convoluted the definition of "torture"
saying it must be injury bad enough to affect organ failure or to cause death and there is a very twisty definition of what qualifies as mental torture.

When he says he doesn't endorse "torture", he isn't even talking about the concept we recognize by its commonly accepted definition.
