would people have rioted if 9/11 never happened?

The city's administration itself didn't handle 1977 all that well.

And tar me if you wish, but I think Guiliani had something to do with it. NYPD aside, he made it clear during his administration he expected NY citizens to be a class act. Some of them apparently responded,and learned from the example he set in 2001..

5. 'Cuz former mayor Ed Koch was a freakin' wimp!
He was too busy coddling criminals to do his job of putting cops on the beat to stop the looting and rioting.
Wanna know how I know this? I was in my home in Queens, NY, when the lights went out and crooks came out--about a month before my 17th birthday!
