Latest Exec. Order 13313 states the WH intends to withhold information...
...from Congress:

"Sec. 3. In carrying out sections 1 and 2 of this order, officers of the United States shall ensure that all actions taken by them are consistent with the President’s constitutional authority to: (a) conduct the foreign affairs of the United States; (b) withhold information the disclosure of which could impair the foreign relations, the national security, the deliberative processes of the Executive, or the performance of the Executive’s constitutional duties;(c) recommend for congressional consideration such measures as the President may judge necessary and expedient; and (d) supervise the unitary executive branch."

NOTE: This Order delegates to the Cabinet some of the White House's required reports to Congress. (bold text above is my own emphasis)

It's an Executive Order, published in the Federal Register on August 4, 2003. No, it's not a bill. This is how the president circumvents the legislative process. It's totally legal; all presidents use the Executive Order to accomplish certain things.

12. This president is abusing the Executive Order provision.
This is how Hitler circumvented the Weimar Republic parlaiment with emergency Presidential Orders from the doddering Field Marshall von Hindenberg, the President. To be fair the use of presidential orders to bypass parlaiment started before Hitler with the two previous chancellors. Hitler took it to new heights of consolidating his power.
This is happening here, it looks like.

14. That part of the order is scary but legally meaningless
It indicates Twit&Co's intention to keep secret everything they can, but since the first part references the president's constitutional authority is doesn't change any of the laws requiring the executive branch to make things public. And we already knew they were secretive jerks.

17. Karl Rove's redacting team prepares for major redaction action
Follow the link abvoe and look at the list of reports covered by this order..

The order applies to lots and lots of reports that touch on touchy issues involving US paid mercenary armies operating offshore etc.

This is cover action for corporate welfare recipients. Burma (gas pipelines), Bosnia, Kosovo (CSC Dyncorp private police - child slavers)... Colombia (CSC Dyncorp peasant poisonings) Afghan reconstruction (Brown Root etc..) I.E. It relates to the sort of overseas pork that Halliburton revels in.

This order seems to remind everyone involved in preparing these reports - if they were not already aware - to keep everything interesting secret. The president is organising the redacters.

The words... "Withhold information the disclosure of which could impair the deliberative processes of the Executive," covers just about everything I would imagine....

Karl Rove's redacting team is clearly preparing some major redaction action.
