You have to say that there were two separate proposals. The Dems wanted to pay for the 87 billion by repealing some of the tax cuts. The Repugs shot that one down, and passed a bill that basically just added it to our deficit instead. Kerry and others felt it was wrong not to expect some sacrifice in wartime -- especially after their pricetag projections were way off at the start of the war (the Iraqi oil was supposed to pay for this all by now) and voted against the Repug bill.
The point is that all the Republicans voted against 87 billion, too. Then they voted for it.
