Simple solution to dirty bomb threat ...

As opposed to CLOSING off tunnels. How about installing really sensitive geiger counter to screen vehicles passing in and out of New York. When one detected a radiological signature. They would stop traffic and do a sweep to detect the material.

Not to mention lead casings, they can be detonated quickly.

We need to spend our money securing and searching cargo, not bombing Iraqi's.

one was installed several years ago at an aluminum remelting facility with which I am familiar. Seems the company was buying aluminum from Russia at a deep discount, and they suspected the Russians were trying to get rid of some nuclear waste by adding it to the aluminum ingots as they were being cast.

Anyway, the radiation detector was large enough for a semi to drive through, and it registered something. Turns out the driver was a cancer patient and had some residual radioactive chemo in his system.
