raise threat level to red if we catch all al Qaeda?

If anything, disrupting the plots Mohammad Naeem Noor Khan was involved in should have resulted in lowering the threat level. The way the administration acted is exactly like a batter thinking he's more likely to whiff on the next pitch if he knows what the pitcher is thinking about throwing.

I mean, if we catch every al Qaeda operative and unravel all their plots, are we going to raise the threat level to red?
