Has there ever been an official definition of "Mass" in the way it's
used in WMD. I mean what exactly does that expression entail. We have a bomb called the MOAB (mother of all bombs)nickname, that is a huge conventional bomb that weighs in excess of ten thousand pounds and when dropped over someplace it really levels a large area. On the other hand some gasses dissipate rather quickly and do very little real damage other than psychological. I've heard the nuclear, chemical, and biological as the defining elements. How many people at one time and place have to die for the weapon to be considered "Mass" destruction?

The Stimson Center is a great resource for information about this sort of thing.

3. There's a US legal definition of WMD if used in the USA
and you won't believe it - DUer Massacure found it:

basically it's 'any weapon that isn't a gun you can carry'. So a pipe bomb, or a grenade, is, in law, a weapon of mass destruction.
