How does Goss get replaced in the House?
Is there an election, or does some Pub name a replacement?

1. neither, it'll remain vacant till the Nov election
he had already announced he wasn't running for reelection. If it wasn't so close to the fall election, they could hold a special election, but given the time frame his seat will just be vacant.

George can't appoint a member of Congress. Now Jeb might be able to...

But, likely the seat will remain vacant until after the election.
