do pollsters have to abide by the no-call list
the way telemarketeers do? with caller-id, cell phones, and people

who just don't answer questions over the phone, are these polls just

asking dumb people their opinion?

2. I don't think so
I think non-profit entities can still call and do surveys. If they had to abide by the law it would really screw up poll results because a disproportionate number of people on that list are middle to upper-middle class.
