Okay the end part pulled it back to what he apparently meant to say but the rest of it......... well it could apply to more than one situation that I can think of.

Colin said it about Iraq, but it applies perfectly to what's at stake for the people of the United States at the polls in November.

Let's say it over and over again: Bush is afraid of the tough questions voters need answered.
