Pre 9/11 he was just ONE senator of 100..(101 if you include Sneery), and as part of the minority, his vote was useful mostly as part of a bloc of votes that would "hold the line" against the wild-eyed rightwingers like Lott & Santorum et al...
Previous to 9/11, the general consensus was CUT CUT CUT when it involved "elite" issues like intelligence.. The rightwingers were along for the ride too if it meant more money for GUNS and TANKS AND PLANES.. In a post-cold war era, the "need" for these war toys was questionable at best, so LOTS of senators were in favor of cutting the military..
9/11 "changed everything" is the rightwing mantra, and what's sauce for the goose, is sauce for the gander.. Kerry's pre 9/11 votes should not be measured in a post 9/11 light..
Unless he is psychic and all powerful, he could have not "won the day" with his one vote, and could not have foreseen 9/11, since the PDB's were for W's eyes only...and even after being briefed by all those smart people, Bush claimed he could never have guessed that 9/11 would happen./..
How on earth could Kerry be expected to tailor votes years ahead of an event that he would ultimately be judged against??
