: "It gives the president a chance to shine. If he can come in and if he shows empathy ... that's how you touch people. This is the power of incumbency." So instead of a national tragedy, the disaster is a "political opportunity." Instead of viewing the presence of a president at the scene of a disaster as PART OF HIS JOB, it's suddenly a "chance to shine."

Local Governments in Hurricane Ravaged Areas Falsely Told Feds will Pay All Debris Costs
Local officials in hurricane-trashed parts of Alabama were pleased when FEMA officials claimed that if they could have debris clean-up contracts signed by a deadline - a very SHORT deadline - that the feds would pick up 100% of the bill. So local governments scrambled to get the contracts. "But interviews by the Mobile Register about last weekend's rush to sign debris removal contracts suggest that Alabama Emergency Management Agency Director Bruce Baughman, Gov. Bob Riley and others provided assurances that they were not in a position to give. It now appears unlikely that the federal government will pay 100%, according to the top FEMA official assigned to Alabama for Ivan." So who do you supposed led the AL officials into believing that if they got contracts the feds would pay? Who do you think? The Bush admianistration! It's an old corporate ploy. Promise to reimburse someone later if they sign a contract and pick up the tab now - then leave 'em stuck with the bill!
