Isn't this kind of ridiculous? Isn't this negotiating with the terrorists? Isn't this a flip-flop. I thought GWB doesn't negotiate with terrorists?

1. He didn't negotiate. He made a top-dollar offer, they accepted.
Handing in their old stuff, will use the cash to buy new stuff.

2. European TV is saying they're obsolete weapons
I saw the news broadcasts from several countries on my satellite dish. They'll all stating that the Mehdi militia is handing in old junk for the most part, while keeping their Kalashnikovs.
