Isn't Chiron Co. an outsourcing company?

It is based in the U.S., but it's factory is in England and the workers are in England. But it primarily sells its product in the U.S.

Isn't that a definition of outsourcing? I think it is!

The company had a plant already set up in England and they left it there.
