Are There Price Caps on Flu Vaccines?

I have heard it both ways. Some wingnuts are blaming the vaccine shortage on government price caps. I know I read somewhere where that isn't true, that there are caps on some vaccines but not flu vaccines. Anyone have a link to a good source on this?
