I've been out this morning and I'm not sure what's going on. Did Kerry concede?

3. They wouldn't say he conceded unless he did...
They may call states prematurely, but they'd never call a concession before it actually happened.

7. This is so disturbing
I've heard various news reports that here in Ohio there are about 400,000 provisional ballots, and that the margin between Kerry & Bush was only about 140,000. Granted, Blackwell (our Sec. of State) has publicly stated that he'll go to jail before counting those ballots, but why concede so early? Those provisional ballots, if counted, could swing the vote here...
