1. Bush's choice, I think
Calvin Coolidge was sworn in by his father, who was a Justice of the Peace, when Harding died. Later, a SC judge repeated the oath, but most folks at the time felt that Coolidge was inaugerated correctly the first time.

Any federal judge could do it. Remember Judge Sarah T. Hughes swearing in LBJ on Airforce 1? Still the only president sworn in by a woman judge? I'm betting on Clarence Thomas, because W would want to make a splash.
