Blaming Iraqi Civilians deaths on insurgents.........

Listening to NPR thismorning and there was a report from a commander in Iraq stating that it is the "insurgents" who are killing the Iraqi civilians. Hmmm.............

Why isn't the commander just calling it a simple case of 'friendly fire,' then?
