What does the FCC do with the money it gets from fines?

Anyone know? I can't really imagine what they would do with the money (at least anything meaningful). Does it just go to the government to pay for things that taxes should pay for? I can't imagine that it takes a lot of money to operate the FCC. They probably just sit there, wait for someone to call and complain, and then they fine the company that the person complained about. I could do that out of my house.
