Condoleezza Rice: the Peter Principle in action!
From the American Heritage Dictionary:

PETER PRINCIPLE: The theory that employees within an organization will advance to their highest level of competence and then be promoted to a level at which they are incompetent. After Laurence Johnston Peter (1919–1990).

For Condi, that happened when Bush the First made her his expert on the Soviet Union. While she held that position, Rice never noticed that the U.S.S.R. was on the verge of collapse!

And it's been downhill for Condi ever since. :eyes:

1. Yeah, but she passed her level of incompetence a long time ago.
I think there is another, err peter principle involved here.
