I don't think there is any meaningful move to remove term limits for President.

Cheney and Rove might, however, be looking at just simply eliminating elections. :)

3. They've been looking into this

for at least 2 years now. They seem to forget that it was a Republican initiative that got the presidential terms limited to 2. It was a backlash against Roosevelt being elected the 4th time.
