when industries are nationalized, don't the so-called "captains of industry" get called on to chair those ministries anyway when this happens in advanced capitalist societies like Britain or France?

The idea that Republicans want small government is a fallacy. They instead marshal the power of the state to promote corporate interests. Republicans spend more than Democrats, run higher deficits, and increase the size of certain parts of government.

No one ever calls them on this. The Dem's argue about Republican spending etc.., but they need to attack the lie that sits at the heart of Republican ideology: they actually promote big government and an activist state that intrudes into the citizenry's private lives.

As to what you ask, I know that in some countries (like Brazil), nationalized corporations were often a mix of public and private enterprise. (Most were privatized in the 1990s). The economic elite makes money regardless of whether they are state-owned or privately owned, because they hold the government positions that siphon off wealth. I don't know how it works in Europe.
