How much of the $15B promise for AIDS programs in Africa
has actually been funded?

I heard this as one of the conservative counter-arguments to the supposed "stingy" comment from the UN.

Some asshat substituting for Limbaugh got all hot under the collar and said, "How can they call us stingy when we've given 15BILLIONDOLLARSTOAFRICATOFIGHTAIDS???????

This is an opportune moment to point out that not only are the Bushies stingy, they don't keep the promises they make.

annually has been cut back.

3. I read none plus this was said---
That money came from other programs and Bush took it to give for aids. In the news so he could look good I guess. This was on the news when he went to Africa. That no money has been sent has been in the paper off and on since then.
