Florida Can Spend More, Cut Taxes, Bush Says

I am really confused here. Any Floridians with ideas, please let me know. Where is all this money coming from? I was in Orlando right before Xmas. The hotels were mostly empty. All the hotels on the east coast had a disasterous year and most are still closed. I am attending a conference starting today and they still have room for people to be there - it's not full. The housing market is big because of the hurricanes. Any idea where all this extra money is coming from? Two years ago we were in the red.
