in this headline? Or that the meaning could be taken in two ways?

3. I find it odd that *'s supporters don't see how mistreating prisoners is
wrong, never mind all the Geneva convention stuff. Some in the US Militia are definitely as much tyrants as Saddam was. And it's a shitter of a shame too. How has the rest of the world responded? Not with optimisim, I dare say.
