bush says Iraqis are 'voting for a president'; is he lying or stupid?

Poll question: bush says Iraqis are 'voting for a president'; is he lying or stupid?
I just can't make up my mind.

It's his own stupid plan, so one would exopect him to understand that in fact the election (laf) is NOT for a president, and no president will be SELECTED until next year.

But certainly bush is stupid enough to not even know his own plan.

On the other hand, if the majority of Americans heard the truth about this farce, they wouldn't be pleased. bush certainly has no problem at all with lying to America, natural-born liar that he is, so he could just be lying per usual.

Can't make up my mind which it is this time...

He's lying cause he already knows who will be President. And secondly he's to stupid to realize that he just let us all know he is lying due to his remarks.

8. This election isn't for a president at all, it's for a "national assembly"
A group; and they will pick members of their group, next year, to pick president & executive staff.

The Iraqis are not voting this weekend for any president. Most Americans don't realize this.

111 parties are running. The party that wins will pick three people who will chose Prime Minister, a Pres. and two VPs and cabinet positions.

Who or what group thought of this setup?

10. Here's what the NewStandard thinks is happening
As President Bush correctly noted in May, it is the National Assembly -- not the Iraqi people -- that will determine who serves in the executive branch, electing Iraq's president and two deputies of state. Collectively, these three officials form the state’s presidential council, and must unanimously select Iraq's next prime minister, Iyad Allawi’s successor.

The prime minister is responsible for presenting the Presidential Council with recommendations for the Cabinet of Ministers. Upon a vote of confidence from the National Assembly, the first phase of Iraq's "transitional period" toward full sovereignty is considered ended and its second phase will have just begun.

Phase two ends once the Assembly finishes drafting a permanent constitution, approved in a public referendum, and a new government is elected; if everything goes according to plan, this will all occur by December 31, 2005.
