What is your understanding of this SS privitization?

What is your understanding of this SS privitization?

I've heard most say it would let people invest up to 4% of their SS tax amount into the stock market. I've also heard several people argue that it's not 4% of the SS tax you and your employer dontribute, but 4% of your gross earnings.

Does anyone have a link to which opinion is correct, or are there 2 plans, and both are right?

it means you're going to work till the day you die and if you die early, your wife and kids will be thrown into poverty. I'm just wondering... in this new ownership society that bush wants to create, will we be able to pick our owners?
