In response to deteriorating conditions in the former Soviet Union the U.S. Congress initiates the Cooperative Threat Reduction (CTR) program (based on a bill intruduced by Senators Sam Nunn, D-Ga. and Richard Lugar, R-Ind.). The CTR authorizes the Department of Defense (DoD) to assist particular states of the former Soviet Union to

- dismantle and destroy weapons of mass destruction,

- strengthen the security of nuclear weapons and fissile materials in connection with dismantlement,

- prevent proliferation; and

- help demilitarize the industrial and scientific infrastructure.



The US, under POPPY BUSH, wanted to help the evil empire destroy their weapons. (Poppy letter reneged on the deal, claiming it had COST TOO MUCH.)

Nice... especially when the M$M is now whining about missing nukes and how 20/20 and such shown the US public a few months ago how easily the Russian nukes could be had, complete with video...

The US has itself to blame here. Nobody else.

On edit: Upon further research, Bush I, Clinton, and Bush II have kept this program as low priority (no info exists on Bush II, but *'s other actions more than suggests he's done little or nothing either):

...These are important accomplishments. Unfortunately, both the Bush administration and the Clinton administration missed significant opportunities during 1992 and 1993. In spite of the immense national security and political reform potential of this part of the US aid program, it seemed to have been given relatively low priority.
