Also called Liver Palms, Palmar erythema can be a symptom of cirrhosis of the liver.

Asterixis (commonly known as flapping tremors) will probably be next on his agenda, and may have been what contributed to his dropping the dog.

He's showing pretty clear signs of Wernicke-Korsakoff. Those angiomas on his palms are a very grave sign of cirrhosis.

I'm no doctor but just did some googling and saw that it could also be a sign of hyperthyroidism. Daddy Bush has that and the condition tends to run in families.
