It seems to me that nations, big and small, throughout history have had some predatory past. The Twentieth Century is full of examples of this kind of violence perpetrated by nation states against weaker nations. America's unique contribution to this code of violence by the strong against the weak is to internationalize this and state that its "vital interests" are threatened even by a country as insignificant as Grenada building an air strip to promote tourism.
For a long time after the Second World War, we practiced the art of running with the hares and hunting with the hounds when we paid lip service to peaceful resolution of disputes while our parallel government in the form of the CIA and various covert agencies practiced subversion, assassinations and other acts that went against that pretense. At present, Bush, unable to keep up this pretense any longer, has decided to bare the innards of our parallel government.
