Electrical discharge weapons for crowd control.

Recently there has been considerable discussion about new crowd control weaponry on DU such as the following link:

One of my hobbies is Telsa coils and lifters, imagine my surprise to find what appears to be a crowd control attack system related to my hobby interest. I surmise this is different than the microwave or new plasma laser technology being applied to crowd control. I am appalled this is not a good development or use of this technology.
