Were the Iraq rules of engagement written by General Jack Ripper?
General Jack Ripper was the commander of Burpelson AFB in "Dr. Strangelove." He's the one who ordered his entire wing to attack the Soviets.

General Ripper then issued his "three simple rules" to his troops:

1) Trust no one, whatever his uniform or rank, unless he is known to you personally
2) Anyone approaching within 300 yards of the perimeter is to be fired upon
3) When in doubt, shoot first and ask questions afterward

Sound familiar?

2. Rules of engagement are so 20th century.
The Bush doctrine threw them out and went into pre-emptive mode.

Shoot first and ask questions afterward.
Invade first and ask no questions before, during or after.
