But Democrats said making health insurance more widely available can start to reduce health-care costs, because people with insurance are more likely to take preventative health measures before becoming extremely sick.
They also noted that every major business group in the state supports the bill.
"Is it a Band-aid? Yes," said Rep. Holly Raser, D-Missoula.
"But bleeding wounds need Band-aids, folks."
