Additionally, the stifling heat must make it extremely difficult to breathe with a burlap (?) bag over one's head.

In NYC, illegal vendors are usually fined, sometimes arrested, but usually fined. What sense does the bag over the head and handcuffs make?

That sucks. The funny thing is, the troops probably took them back to their compound and let them set-up up alcohol stands there. Seriously, none of the troops are getting alcohol.
