Could the Gwich'in people claim ANWR as part of their lands?
i.e. claim sovereignty over it, so that they, and not Bush**, would decide who does or does not get to drill? Tell 'em they want to build the world's largest open-air casino up there if they have to!

Hey, it'd take the oil lobby at least another week to figure out a way around that!
