Ms. Kaplan serves as "Education Chair for the International Association of Clerks, Recorders, Election Officials and Treasurers (IACRBOT)" and "is a member of the Election Center"...and "Election Day crisis management development" (whatever the h that means???)

Constance Andrew Kaplan, Supervisor of Elections

As Supervisor of Elections, Constance Andrew Kaplan brings more than 30 years experience as a full-time election administrator to Miami-Dade County. Kaplan served as Deputy Chief Administrative Officer for the Chicago Board of Election Commissioners, the third largest election jurisdiction in the United States until accepting the position with Miami- Dade. She is recognized for her expertise in the field of election administration and is a frequent speaker at conferences and Workshops.

Her accomplishments while at the Chicago Board include extensive outreach and pollworker recruitment programs, innovative training programs and materials, Election Day crisis management development, and liaison to international delegations on fact finding and study tours in the United States.

Kaplan has extensive experience as an international election consultant and has worked in South Africa, China, Albania, Russia, Indonesia, Zambia, Mexico, and Kosovo. She has developed a good working knowledge of the electoral systems used in Europe, Africa, and Asia, and has provided practical solutions to many problems that election officials encounter.

She received a BA. in Political Science and History, from Augustana College in Rock Island, IL and serves as the Education Chair for the International Association of Clerks, Recorders, Election Officials and Treasurers (IACRBOT), is a member of the Election Center, a member of the Joint Election Officials Liaison Committee (JEOLC), and served as Chair of the Education and Training Sub-Committee for the Illinois State Plan required by HAVA.

New supervisor of elections candidate Kaplan visits Miami -- Vizcaya will get new executive director soon as well

Elections Supervisor candidate Constance "Connie" Kaplan from Chicago visited Miami-Dade last week to see how the Miami Gardens election went and met with a number of commissioners including county Commissioner Dennis Moss, Rebeca Sosa, and Katy Sorenson.

Kaplan has been holding out for a 3 year contract with the county but Manager Steve Shiver has been reluctant to offer one and a few commissioners including Bruno Barreiro, Rebecca Sosa, Barbara Carey-Shuler and Dennis Moss do not want a special contract for her. However, sources suggest that a memo of understanding detailing her severance package and relocation costs might be considered. Kaplan has a young daughter and that is also impacting on her decision to come to Miami. Her anticipated salary if she accepts will be around $147,000.

However, Kaplan's selection has been drawing criticism from the ACLU and other local community groups and they note that she initially was not going to be considered. Retiring Elections Supervisor David Leahy was the one that suggested she be added to the list of candidates being considered and there is concern that she will not be independent enough. Leahy after retiring will stay on as a consultant to the elections department until 2004.
