What ever happened to Clinton's vision of building a national rail system?

What ever happened to Clinton's vision of building a national rail system?
He did speak of that in 1992. Strengthening the infrastructure while creating decent paying jobs. He talked about during his first campaign and then it went away.
What are the chances of the bu$h administration embracing this concept?

I support the concept of a national defense rail system to parallel the national defense highway system.
