Did Hussein declare war on the US?

And if so, when? A friend of mine has made this statement (without sourcing), and I haven't been able to google a reference to any such action by Hussein (unless it was after we attacked them in 1991).

Your friend is mistaken. Furthermore, in contravention of the U.S. Constitution, Congress likewise did not declare war on Iraq, but rather abdicated it's responsibility by handing its war powers to Bush, even though there was no eminent threat to the U.S.

6. There was that "mother of all wars" rhetoric that he threatened

us with if we invaded Kuwait during the first Gulf War, but he never declared war on us first.

And Poland attacked Germany on Sept.1, 1939 too! Actually, the Germans did feign an attack by Poland, using a radio station to declare Poland's aggression, then then attacked, to "defend" themselves.
